What Jaws Teaches Us About Scientists and the Future of Shark Bite Politics

neffDr. Christopher Neff is a Lecturer in Public Policy in the Department of Government at the University of Sydney. He completed the first PhD on the “Politics of Shark Attacks” and has been published in Marine Policy, Coastal Management and the Journal of Homosexuality. 

Jaws is a great horror movie. Personally, it’s one of my favorites. Politically, it kills me. While it has certainly inspired generations of marine biologists, researchers and social scientists (like me) since its release in 1975, it has also served as the most powerful vehicle to advance public fear of sharks in modern history. These two different implications become problematic because while sharks make for great movies, movies make for lousy public policy. When tragic shark bite incidents occur, there is a classic Jaws-esque analogy just waiting to be made. And sometimes the media circus turns into policy.

I recently wrote an article called “The Jaws Effect” for the Australian Journal of Political Science comparing policymaking in Western Australia and the movie Jaws. While, we see some of these comparisons in real-time the reason it is important to study this formally is because these moments can tell us about the tensions between politicians and scientists that lead to myth-based policies.

Here lies American science

As most of you know by now, on November 12th, the European Space Agency (ESA) landed a probe (Philae) on the surface of a comet (67P/Churyumov–Gerasimenko) as part of the Rosetta mission. However, perhaps some of you are unaware that NASA cut a strikingly similar mission (Comet Rendezvous Asteroid Flyby) due to budget constraints. NASA basically had to choose between two missions and picked the other one (the Cassini-Huygens mission to Saturn). That forgotten mission was scheduled to touch-down on the comet Kopff in 2001, and its cancellation left the ESA to grab first prize for a soft-landing on a comet.

The greater good: animal welfare vs. conservation

But I digress.

Regardless of which Spock you are listening to, the logic is still sound. For example, most people would agree that it is sometimes necessary to put a few people in harm’s way to protect the entire population of a nation. Likewise, a system that taxes a few of the world’s wealthiest to help out the masses is generally accepted as a good idea.

The logic also holds when it comes to helping endangered species survive and recover. Decision-makers essentially try to maximise the returns of their investments, making sure that the greatest number of animals are protected for the all-too-limited funds available to take on the task at hand.

My research and I were the victims of a conservative media attack

Will whiteDr. Will White is an assistant professor of marine biology at the University of North Carolina Wilmington.  He uses a combination of lab experiments, field studies, and mathematical models to study fish behavior and population dynamics, in particular how fish populations respond to protection in no-take marine reserves.

My adventure with the news media began on a Friday morning in early October, when I received an unexpected email from Melanie Hunter, a senior editor at CNSNews.com. The terse email mentioned my recent grant on sex-changing fishes, and asked why this was “an effective use of taxpayer funds.” She gave me a deadline of 4 pm that day. Now, usually it’s great when reporters want to cover scientific research, but generally once someone starts asking about “taxpayer funds” it’s because they don’t think those funds are being used wisely. What ended up happening with CNS News (Federal Govt’ Spends $728K to Study Sex-changing Fish”) bore out my suspicions.

I should back up to explain that I do have a federal grant from the National Science Foundation (NSF) to study sex-changing fish. For anyone who has ever applied for an NSF grant, the idea that they are just handing out taxpayer dollars willy-nilly is pretty laughable: the grant selection process is notoriously grueling.  For the division of NSF that funds research in marine biology, only 5-10% of proposals are funded.  Proposals are reviewed by multiple anonymous peer referees, and then a panel comprised of multiple experts in the field convenes to evaluate the proposals based on the peer reviews and identify the best ones for funding.  In fact this was my first successful NSF grant after about five previous proposals were declined.

Bigger than just conservation: The WWF Pacific Shark Heritage Program

On September 2, in a back room on the campus of the Secretariat of the Pacific Regional Environment Programme (SPREP), on the small island of Samoa, we at the environment conservation non-government organisation, World Wide Fund for Nature WWF quietly launched our Pacific Shark Heritage Programme. This launch was incorporated into the bigger, much flashier United Nations meeting on Small Island Developing States (SIDS), where the United Nations Secretary General Ban Ki Moon spoke of partnerships, conservation of the oceans’ resources and responsible stewardship. There were meetings of Heads of State & UN officials, the World Bank and Ambassadors, with lots of “high-level statements” and “roadmaps for the future of the oceans” announced at champagne & canapé receptions. Yet, we believe, it was our unheralded meeting in the SPREP’s training centre (tea & coffee were provided), that could have the biggest impact on sharks (and rays, rays need love too) and Pacific Island culture.

There are two major components to WWF’s work in the Pacific. The first is to highlight how intrinsically linked sharks and rays are to the many diverse cultures of the Pacific Island nations. We have documented apocryphal tales, fable and legends that have been passed down from generation to generation over hundreds, if not thousands of years. Tales that have been told in villages and communities ever since people have inhabited these islands. And contained in these stories are some truly remarkable accounts of love, war, marriage advice and even a bit of shark taxonomy. Did you know, for example, that in the Cook Islands, a kindly shark gave Ina, the Fairy Voyager a lift across the ocean to be with her fiancé Tinarau, the God of the Ocean? Ina took with her coconuts to ensure she didn’t die of thirst, but no way of opening them (you always forget something, right?). Ina tried to break the coconut on the shark’s head, which resulted in the hammerhead getting its’ distinctive shape. So there’s a taxonomic question answered. It may be a fable, but it’s still as accurate as some recent Shark Week documentaries. On the beautiful island of Taveuni in Fiji, villagers and school children still speak of Dakuwaqa, the shark god, a ferocious warrior who actually protects the islanders. At the SIDS conference there are carvings and murals of Samoan shark legends everywhere, some selling for up to $40,000 (US). In Pacific Island countries, sharks are everywhere and everyone knows about sharks. At WWF, we know we need to keep this history alive.

5 simple things you can do to improve U.S. shark and ray management

Sonja Fordham founded Shark Advocates International as a project of The Ocean Foundation in 2010 based on her two decades of shark conservation experience at  Ocean Conservancy.  She is Deputy Chair of the IUCN Shark Specialist Group and Conservation Committee Chair for the American Elasmobranch Society, has co-authored numerous publications on shark fisheries management, and serves on most of the U.S. federal and state government advisory panels relevant to sharks and rays.  Her awards include the U.S. Department of Commerce Environmental Hero Award, the Peter Benchley Shark Conservation Award, and the IUCN Harry Messel Award for Conservation Leadership.

Most Americans by now must know it’s Shark Week, but did you know that the Discovery Channel headquarters are mere steps from the headquarters of the National Marine Fisheries Service (NMFS), and that right now — and rather often — fishery managers in that NMFS building are soliciting comments on US shark fishing rules?

Shark Week is winding down just as several key opportunities to help US sharks are being announced. Aside from controversy over some programming, other shows, the associated press coverage, and the veritable social media frenzy have sparked a lot of concern for sharks, and sent many Americans on a hunt for things that they can do to help. I welcome that interest and am taking the opportunity to make a plea for some unique, hand-crafted comments and personalized testimony about timely policies for several particularly deserving Atlantic shark and ray species.

Taking these actions won’t be quite as easy as pushing a button on an automatic petition, but I believe – because of the relatively low profile of these species and the increased influence of original comments – that they can truly make a difference. If heeded, your advice can lead not only to better conservation of US shark and ray species, but also to better examples for other countries to follow. Can Shark Week do more for its female viewers?

Her Master’s thesis focuses on the soupfin shark population of San Francisco Bay. Before beginning her graduate program, Vicky worked in marine education for over 7 years with groups like the Ocean Discovery Institute and the Marine Science Institute. This work has fostered Vicky’s passion in outreach education with a special interest in working with at-risk students and under-served communities. Was anybody else bothered by Shark Week’s King of Summer campaign? I wasn’t at first. I thought it was hilarious! I found this light-hearted commercial of a guy riding two sharks to be on par with the ridiculousness of SyFy shark movies like Sharknado or Ghost Shark. It’s just too silly to take seriously.  More so, I was just relieved they finally moved away from their Snuffy the Seal theme which vilified and eventually killed a shark for eating its natural prey of seal. However, after watching the subsequent versions which include Bob the Shark and Rob Lowe, I couldn’t help but get a annoyed. What is with that freaking mermaid?!

So men are kings and women are mermaids?

Perhaps some of you may think I’m spoiling the fun of Shark Week by bringing this up, but the Be the King of Summer promotion reflects my point. People were asked to insert their own faces into this add. Although women did participate, they most commonly posted their faces as the mermaid at the King’s knees. I understand that this is all in good fun and obviously those women did too. However, very similar to this mermaid persona, is the growing number of women whose shark conservation work has been recognized for their sole approach of being sexy while swimming with large sharks. Despite that sounding like a jab against them, it really is not. My concern is that there is an equal number, if not more, women who are protecting sharks through research. For instance, there were 60 female scientists that presented research at the 2014 Sharks International Conference. Nevertheless, Shark Week predominantly features white male hosts and researchers despite the slowly growing number of women (as well as people of color) in the science and engineering fields. I therefore can’t help but wonder, where are they on TV?

Don’t build a new inter-ocean canal across Nicaragua

The National Assembly of Nicaragua approved the rights to build a new canal through the country to connect the Carribean (Atlantic) to the Pacific just as the Panama Canal does about 400 miles to the south. The approval of this contract was done largely without any scientific insights and largely without warning. The rights were given to a Chinese firm, the Hong Kong Nicaragua Development (HKND) and gives them power over this property for up to 100 years. The HKND has no experience with a project of this scale, and was largely unknown until this deal.

CanalThe new canal would be enormous, and cut across Lake Nicaragua (Cocibolca) and also adjacent rivers and waterbodies. No environmental impact studies have been completed. The Academia de Ciencias de Nicaragua recently published a manuscript detailing the problems with this proposed canal, “EL CANAL INTEROCEÁNICO POR NICARAGUA: Aportes al debate” [Available here: ]

It is multi-authored, thoughtful and level-headed: it is also a searing criticism of the stupidity of the idea of this new canal. The report thoroughly examines cultural, environmental, and economic impacts of the proposed canal.

Documenting Deep Sea Drama: Pursuing the Reality of Ocean Acidification

1Kaitlin Kovacs is a researcher for U.S. Geological Survey – Southeast Ecological Science Center. While she currently works in a deep-sea benthic ecology lab, her previous science adventures have led her to study artificial reefs in Florida, coral reef restoration in the Maldives, and coastal ecosystems in the U.S. Virgin islands. With her marine science background, Kaitlin is keen on using outreach and education to help engage local communities in marine conservation efforts.

In the cult Wes Anderson film, The Life Aquatic, there is a scene in which a documentary film maker asks the protagonist, Steve Zissou (clearly a spoof of Jacques Cousteau) what the scientific purpose of his mission to kill the endangered Jaguar shark would be. The eccentric Zissou (brilliantly portrayed by Bill Murray) answers simply, “Revenge.”

The humor here is that scientific missions are rarely so openly coupled with emotion. And yet, the quirky marine biologist does not bother to hide that he is consumed with emotion after his partner is eaten by a shark. His anger and sadness fuel his scientific objective.

Collecting organisms to save their species

A recent piece in Science (Minteer et al. 2014) titled “Avoiding (Re)extinction” advocated avoiding collecting specimens for the sake of confirming the existence of a species. In lieu of killing and collecting the animal the authors suggest using “high-resolution photography, audio recording, and nonlethal sampling.” As a natural history curator of fishes I found this to be a pretty bad idea.

I don’t like killing animals, I was a strict vegetarian for 10 years (now I just eat sustainable seafood – hey, I live in Louisiana). I certainly wouldn’t want to endanger a species by over collecting it. I know of no scientific collectors who kill rare animals just so he or she can say they have it in their collections. We collect for a few simple reasons: because specimens are not available otherwise via loan, or additional specimens are needed for a comparative study, or because we need vouchers as evidence of the existence of the taxon.

I’ve collected rare species in the past, particularly some of the cavefishes I work on. For one of these species, Typhleotris mararybe, we collected the only two specimens we or anyone ever saw. We were in a very remote part of Madagascar and we were only allowed to collect two specimens from any given locality. I knew these individuals were part of a species new to science as soon as I looked at them. Did removing two samples place this species at risk of extinction? Guessing the population was much larger than what we found just at the surface, I would suppose not. What were we to do? Not collect them and just take pictures? We wouldn’t have been able to do the necessary comparative descriptive analysis to actually prove their novelty required by the ICZN (International Commission of Zoological Nomenclature). We collected these specimens so that we could formally describe this new and fantastic new species so that the world can be aware of their existence and so that measures can be put in place to conserve them and study them further.
